China announced new export controls on tunnel boring machines and specialized industrial equipment on October 19, 2026, with the measures set to take effect on November 18.

The controls cover full-face tunnel boring machines, specialized components, high-mobility excavators, and wet-mix shotcrete equipment designed for high-altitude operations, along with related technologies.
China’s Ministry of Commerce said the items have potential dual-use applications and that the measures aim to protect national security, safeguard national interests, and fulfill international non-proliferation obligations.
Exports to sensitive countries and regions involved in disputes with China will require licenses. Exports to other destinations will be subject to registration and information submission requirements. Exporters must also comply with stricter customs declaration and end-user commitments.
The measures will take effect on November 18, 2026, alongside updates to China’s dual-use export control list.
