Vietnam has introduced a pilot visa exemption scheme for Chinese citizens holding valid ordinary passports who visit the country as part of organized tour groups during the 2026-2027 Vietnam-China Year of Tourism Cooperation.

Deputy Prime Minister Phan Van Giang signed Resolution No. 325/NQ-CP on October 12, 2026, setting out the new policy, which will remain in effect until December 31, 2027.

The exemption applies to groups of at least two Chinese tourists traveling under all-inclusive tour packages organized by Vietnamese international tour operators. It does not cover holders of Hong Kong or Macao Special Administrative Region passports.

Under the scheme, tourists may visit only Khanh Hoa Province. They must fly directly from mainland China to Cam Ranh International Airport and enter and leave Vietnam through the same airport. Their stay under the package tour must not exceed 30 days.

The government has tasked the Ministry of Culture, Sports and Tourism with issuing implementation guidelines, selecting and overseeing eligible Vietnamese international tour operators, and coordinating with local authorities to manage tourist groups effectively. The ministry will also work with the Ministry of Foreign Affairs to promote the policy.

The Ministry of Public Security will provide guidance on entry, exit and residence procedures for Chinese tourists eligible for the visa exemption.
