Hanoi has signed turnkey contracts with a private-sector consortium led by Vinhomes and SGC Investment and Construction to develop five metro lines spanning 253 km, with estimated investment of about VND 1 quadrillion ($40 billion).

The agreements, signed on 15 October, cover metro lines 1, 2, 8, 10 and 14. The turnkey EPC model makes the consortium responsible for design, equipment procurement, construction, system integration, testing and handover. The lines are scheduled for completion in 2030.

The planned routes will connect Noi Bai International Airport with central Hanoi and expanding urban areas, including Hoa Lac, Dong Anh and Gia Lam. The city expects the network to ease traffic congestion, improve air quality and support transit-oriented development.

The consortium said it had ordered more than 100 tunnel-boring machine systems and over 50 diaphragm-wall construction systems. Vinhomes has also signed an agreement with French rail technology group Alstom to supply 200 Metropolis trainsets for the five lines.

Hanoi aims to build about 500 km of urban rail by 2035 and complete a planned 979-km metro network by 2045. The city currently operates the Cat Linh-Ha Dong line and part of the Nhon-Hanoi Station line.
