Vietnam’s National Competition Commission (NCC), under the Ministry of Industry and Trade, has requested the operator of the country’s largest messaging application to review and revise its Terms of Service in order to better protect consumer rights.

The request follows public concerns over recent updates to the platform’s service terms, particularly regarding the collection and use of user data. The NCC stated that the updated terms may place users in a position where continued access to the service is conditional on consent to data collection, raising potential consumer protection risks.

On 29/12/2025, the NCC invited the service provider to report on issues related to its Terms of Service, personal data policies, privacy protections, and online service practices. The company later requested a postponement to allow time for internal review and coordination with other regulatory authorities.

To prevent potential harm to users, the NCC issued an official notice on 31/12/2025 requiring the platform to urgently revise its Terms of Service, ensure that user consent is given voluntarily and with meaningful choice, review all standard contracts and service policies for legal compliance, and temporarily refrain from transferring user data to third parties for users who have accepted the newly updated terms.

The National Competition Commission said it will continue working with the company and relevant agencies to safeguard consumer rights in Vietnam’s digital environment.
