Vietnam’s central leadership has issued a strong directive aimed at safeguarding economic stability over the next five years.

In its Conclusion No. 18-KL/TW, adopted at the second plenum of the 14th Party Central Committee, Vietnam outlines its socio-economic development plan for the 2026–2030 period, alongside strategies for public finance, public debt management, and medium-term public investment. A key ambition is to achieve sustained double-digit economic growth.

The document emphasizes that growth must go hand in hand with macroeconomic stability. Authorities are tasked with keeping inflation under control, maintaining major economic balances, and preventing any form of economic crisis under all circumstances.

To achieve this, the government is instructed to:

  • Ensure close, consistent, and flexible coordination between fiscal policy, monetary policy, and other macroeconomic tools
  • Maintain sufficient capital flows to support the real economy
  • Strengthen and diversify supply chains and financial channels

Notably, the conclusion grants the government authority to proactively adjust taxes and fees in emergency situations, allowing for rapid policy responses when facing economic shocks.

Overall, the message is clear: Vietnam is pursuing ambitious growth targets, but not at the expense of stability. The leadership is prioritizing resilience, policy flexibility, and crisis prevention as core pillars of its economic strategy.
