Prime Minister Pham Minh Chinh has called on Angola to increase crude oil and natural gas supplies to Vietnam, as Hanoi seeks to diversify energy sources amid tightening global supply chains.
During talks with Angolan officials, Chinh urged both sides to accelerate implementation of a memorandum of understanding on oil and gas cooperation between Vietnam’s state exploration firm PVEP and Angola’s Sonangol E&P, as well as energy projects involving Vietnamese conglomerate Xuan Thien Group.
The Prime Minister also pressed for swift follow-through on commitments made during President Luong Cuong’s state visit to Angola in August 2025, with a particular focus on trade, investment, agriculture, mining and energy security. Vietnam has set a target of raising bilateral trade to $1 billion in the near term, up from current levels.
Both sides were encouraged to finalize negotiations on an Investment Protection Agreement and a Double Taxation Avoidance Agreement, and to activate existing cooperation mechanisms including a joint intergovernmental committee and foreign ministry political consultations.
On multilateral affairs, Chinh asked Angola to leverage its standing within the African Union to support Vietnam’s efforts to deepen ties with the AU, particularly in areas aligned with the bloc’s Agenda 2063 priorities such as peacekeeping, agriculture, healthcare, education and digital transformation. Vietnam in turn offered to help Angola strengthen relations with ASEAN member states.
